Retail theft is on the rise in Texas and experts say it’s costing the state big bucks. Comal County District Attorney Jennifer Tharp says that means the state lost out on 372-million dollars in sales tax revenues. She told a state legislative committee that the reason for a spike in retail theft is that the laws are too lax.
